Yes, GMC has ordered the fancy blue steel for the buildings, may as well put it up, even if the shed is eventually used to store the local farmers tools.
Continuing to build has nothing to do with what the new governor may or may not do.
Continuing to build and appointing a CFO has nothing to do with power prices which will go up after the election.
Power prices are the single most important issue for the profitability of a smelter. Have a look at how many smelters are left in Japan, not many left now. WHY? Cost of power.
However the power cost may not be an issue as GMC might not be able to obtain any raw materials for the smelter to smelt.
GMC will however have a lovely new blue shed and a new CFO as well. The new CFO might be helpful at getting a good price for renting the new bright blue shed and for getting some cash for the 2 x furnaces at cash converters.
