She has made it clear on her website that after LCK producing syngas she has now made an urgent call for the Feds to stop. So the timing is very clear.
There is no conflict. Federal Government has already rallied behind coal energy. It would be near impossible for Federal to turn around on their push for coal energy and say 'ok - no more coal for anybody, shut down LCK'. If they were going to then it wouldn't have been thrown out at their last minute injunction and they wouldn't let a project get to this point of producing syngas to then make them pack it all up.
So to answer - The Federal and State would have to appeal at the High Court of Australia if theres a conflict. Which would then rule. I belIeve. But it's not like ScoMo is a king that gets to rule the land on his turd of a throne. He has made it very clear after the NEG that States and TerrItorIes have the responsibility of taking care of their own energy policies.
