Is it really that surprising?

Look at how the CSAMT lines were set up: all of them targeted more or less the FMC holding, which apparently was set up too small. They missed on acquiring the land sourrounding their main asset and won't be happy to see drill rigs all around their borders.

The key question is: "How fluent is the brine?"
Would drill holes right next to the border pump substantial amounts of brine which originally resides under the FMC-area?

If so and if I were FMC I would make an offer to acquire those areas from us.
This could create a win-win situation as FMC would secure its resources and the revenue could be used to develop Candelas.
