You have chosen an extremely difficult heading for which IMHO there is no answer
What we should be asking is WHY we are unable to get a first rate leader
IMHO it is the system --- we take an ordinary person whom we do not give any definitive job description other than a broad, "manage the country " story--- we also do not have any system in place to monitor or punish their behavior.
Then we complain if they stuff up on a regular basis
Even if you employ a person to mow the lawn they get a set of instructions and you don't pay them if the ruin the job !
