Preferences are controlled by the voters themselves, not political parties. If many flowed from Greens and Labor primary votes on to Phelps, that just means those voters wanted Phelps above Sharma.
It's not some underhand trick, it literally means more people voted for Phelps above Sharma, fair and square.
