If they didn't have the data then why did they call the TH ??

Can someone please explain the process of getting to the results.

I imagined the cough data was here in Oz as we knew since 1 August that 97% of data was of high quality. Then it has taken 2.5 months for the doctors from 3 states to compile results from trial patients and have them entered into a data file which is sent to us as the TH is announced. ??

Then RAP simply run the algo and then we have our positive results ??

That is how I sort of thought it would happen. Can someone correct and enlighten me please.
