I think you're getting confused here. There is a difference between Alexiflam NF vs Alexium FR, one treats natural fibres like cotton, the other treats blends like Nyco. The military require FR treatments for fabric like Nyco and hence thats what Alexium is trying to sell to them.
Alexiflam NF has different markets and so the testing and the regulations are different.
