Has anyone seen or can point me to the numbers on the infrastructure costs that has been proposed?

We have all talked about the cost per unit, launch costs etc. but nothing about the system costs.  I know Gom has claimed the capability to do this but are not tested.  In theory any of us could ask them to build a single unit, have it launched and have Gom run it for us.  What are we (SAS) doing in this regard?

If there is something I have missed, happy to see a link, I don't need anyone to do my work for me.
