If your (Whyyyy) comment is correct , it is not uncommon for the TSF to built in stages. If a sterilized (and approved) area has been identified then a small tailings dam can be constructed and as cash flow is generated it can be substantially increased . Quite normal procedure .

If your comment is correct , it is also unusual  that some sort of allowance in the budget was not made for Stage 1 (for example ) construction. Maybe it was to be taken up as part of the contingency but one would assume something would have been allowed initially unless there was some other arrangement verbally or otherwise in place re: earthworks , roads , etc.

I do not know , just thinking on the run really trying to figure out how all of this was supposed to fall into place. From what I can see , those  who do not provide the answers lose the vote ?

Hopefully either A.M. or 249D'ers will clarify some of these things prior to voting closure for the AGM.
