The whole reason the capital cost increased, was to get guarantees from SMS that it would take 2.5 years and at the end the product at the end of the line would be 4N HPA. Delays would see payments made and any costs to fix it would be part of SMS fixed price contract. There's risk to the project, but fiscally speaking a blow out isn't one of them.
