Like you said, in hindsight it may have been better to release SS as it was in July but they had no way of knowing that the western zone would materialise so had no option but to work on optimising existing resource as the priority.
I think, as @ans25 has alluded to, that there may have been significant progress (western zone & roasting recoveries) that only became apparent when it was too late so had to opt for what they judged to be the lesser of two evils.
