See below (taken from the FY2017 result announcement made on 27 August 2017) for evidence of a cut to FY2017's final dividend:
They suspended the final dividend last year because the company made a loss. If they made a second-half loss last year, then they are almost certain to do so again this year given the poor start they have experienced, so I wouldn't be holding my breath for a second-half divvy.
As for a "pristine balance sheet with no debt", that's hardly anything worthy of remark, I don't believe, because a company that has annual EBIT running less than $20m, having to support off-balance sheet liabilities close to $300m (resulting in a Fixed Charge Coverage Ratio of merely 1.37 times) should jolly well not have any debt!
