Oman is an energy rich country. 

Water is what will drive Ohm's IMO.  All water is produced by desalination. 

Government using Ohm's for leak detection is a smarter and cheaper way to manage their water resources than building more desalination plants.

Any one that has had an undetected leaking pipe would know what bill shock is.   Not only you pay for the water wasted but the damage it can cause, such as foundation damage.
