Well, the way I read it (and this of course is my opinion), it is not on the agenda currently, and hence the TH, before the market found out.
They've given themselves a few days to ensure it gets on there. Get busy lads, after all, that's why you flew to India in the first place (not just to enjoy Diwali sweets).
