I think the term "local" is a bit confusing.
AVM may be the biggest Santa Claus out as far as the people who live near the mines are concerned, but unfortunately the review is driven by people much further away - stil "local" in that they are in the DRC - but they will want something substantial out of the shakedown, regardless of all the good work done near the mines.
The cynic in me says that money is more useful to the Govt than projects - money can stick to fingers lol.
