Stage 1 OT will happen.
Clearly AGY is playing hard ball (as is the OT partner, who may also be waiting for the PEA).
I am disappointed that "most likely this quarter, or early next year" has been introduced into the rhetoric.
However, PEA is way more important.
Any insto investing (with the gate opened due to the PEA), will be pleased to know OT is "soon".
Expectation will be built into the share price before it happens.
