Fervent belief in the infallible nature of politically ordained thought is my guess. Undying adherence to the rhetoric and unwillingness to think for themselves from first principles.

An open mind considers all possibilities regardless of their probability and always tries to seek new deeper understanding - an open mind welcomes challenge and delights when flaws in their arguments are found. 

Possibly an academic or a student because in my experience academics and students are usually socialist leaning to some degree (with noble intentions)  - in this group of idealists tax based solutions to all problems are popular even if ineffective as they redistribute wealth.   The real world controls their numbers as eventually reality wins over idealism
