A company can have free cash flow and pay a dividend even if their NPAT is negative. This typically applies to companies with high levels of depreciation, amortisation or write down downs on new assets/goodwill.
In Veris's case, I'd imagine that their acquisition spree and closure of the OTOC business line has lead to sizeable write downs. This means they probably have/had the cash flow to pay the dividends.
