I feel the same.
I think they are running behind schedule, they would prefer to do BUILD1 well before Nov, so as to satisfy everything in one go.
Unfortunately running out time, they weren't ready for BUILD1, but just used FAT instead.
I agree, the wording in this is very loose, not even BUILD1 had wording of outdoors.
Please correct me if I'm wrong.
