You just have to understand the rationale of a buyer. Why would anyone buy in now at say 2.2c knowing that holders get to buy shares at 2c right now?
Holders can sell 20% of their holding today at 2.2c and use those funds to re-buy through the rights issue at 2c. That's risk-free arbitrage which shouldn't exist, hence the lack of buyers.
