If one is make an offer or a partnership in my experience they always offer a premium on say last 30 days the share has been traded.
This is one good reason to keep the share price steady.
I have seen the same pattern on many asx listed company in the last 5 years.
Imu is been watch ,manipulated or call it what you want every day very closely to make sure it closes at .22
