I think you are misinformed here.
Autoclaves that CLQ bought from Vale were designed to produce 45ktpa of nickel and 2.8ktpa of cobalt at Vermelho. Which with a reserve grade of 1.25% means throughput rate is in excess of 3.5Mtpa.
The figure of 2.5Mtpa you are quoting is the development consent throughput. It is unlikely additionaly permitting would be an issue.
