Now I haven't read the full decree in some time, but I certainly do not remember there being any other methods of obtaining a CEOL other than through a Presidential Decree.

You took the time to tell me about all of this other stuff but refuse to disclose your knowledge on this? How come? I provided official legislation as to why I am of the belief a Presidential Decree is required to obtain a CEOL, why can't you provide me with your sources in order to disprove my belief? My guess is that your full of s**t. Show me otherwise.
