I would imagine that the projects have bankable asset values and that the bankers will take an interest in projects up until the clawback provisions kick in. Name of the game is minimal dilution. CVI is being given Angolan assets which would be worth hundreds of millions of dollars if they had to bid for it on the open market. That is why the bankers will provide finance.
A company like CVI is not going to be hanging around with a 50m market cap with a finance facility something in the order of 700m which has been touted for too long.
