Ah i get it now, as pointed out in the AFR link, only the copper being replaced by NBN is being disconnected, that leaves Telstra copper to premises only covered by NBN Fixed Wireless.
In the long term i dont see the need to regulate copper to those areas, they have equivalent wireless services, actually wireless is a lot better in those cases because the premises is likely so far from an exchanges its not capable of carrying much data anyway.
