As far as form an agreement and start digging, that might be a bit too much of a simplistic view. Would be nice if it was that easy.
The mine has not been active since circa 1943. The portal will not be safe enough by today's standards to re-enter and start mining high grade ore, nor would it be big enough for a modern operation either. We are not sending them down there with a pick and shovel lol.
But maybe it's possible to get an upfront agreement that may assist in some of the initial Redmoor portal and decline development costs. That would all depend on who takes Drakelands and (obviously) the financial situation they are in.
Probably not worth getting too excited about possibilities as who knows whats going to happen with Redmoor, these new guys are sure to have a different agenda i.e acquisitions etc. Still early days into their tenure, with no doubt some surprises to come our way in the coming months.
