If that premise was to hold and the SP is so undervalued at this stage, why are the volumes over the last weeks so low and why are prospective T/O buyers not accumulating and have put this into the teens, with the buying pressure? If 40 cents+ should be paid, they all should be buying like mad now.
I think the fact is that the amount of money that needs to be spend to get this resource on a boat, together with the risk of doing so, is too great to push this higher. On top of that, LIT is still on the nose with the market and that does not help the situation either.
