Which will probably help countries in the developed world - such as Australia - achieve carbon emission reduction targets.
However, how will that prevent carbon emissions for the planet from rising overall, anyway, given the rapidly growing population in the non-developed world, combined with the expected per capita emissions of that cohort of the world's population as it aspires to live and consume (and therefore pollute) like its brethren in the developed world?
