You are missing the point.
It is a lot more complicated than what you think. Finding investors to build a plant is the easy part....but you also need waste heat, access to a brown coal mine and land to construct a demo plant.
Who is going to provide such infrustructure unless you own a major power station that is located next to an active brown coal mine?
