I don't really see anything negative in the report. Just calls it the way it is. It's not saying that BRM cannot secure a rail deal, it just highlights that they haven't yet made a decision and therefore aren't as advanced as the 3 that have. It does suggest that once rail deals are done, the SP moves ahead pretty quickly - which is something we already know.
I think the report may agitate magnetite supporters based on what it's saying, but that's another issue that is of no relevance to BRM - and which hopefully is not an argument we're going to get bogged down with in the BRM threads.
