The use of the term "mandate" tells me that it's most likely a mandate with KfW IPEX Bank to get started with the German export credit process.
If that's the case then at least we finally know where we TNG are at with the ECA process - pretty much at the beginning as per ATC in Dec '15.
Never know though, it could be left field and linked to Mt Peake funding.
