There is existing "infrastructure" at the Tallman pit anyway, so either they can use that and extend the pit and scrap everything later for the larger pit or they could start a new pit further to the west where mineralization is close to surface, no overburden. Maybe they can just cut a bench. Then again if you are not in rock you will not need to drill for blasting and do not have any holes for grade control. Would make more sense to just go the infill drilling route in that case. The existing pit is maybe a more reasonable choice for sourcing initial ore as there is not as much danger to lose ore as it will be pretty messed ip already anyway. Surely there will be a reasonable way, but we cannot speculate as we do not have the detailled information.
