Are you sure rice is that easy to plant in comparison to sugar cane. Even if you have the rainfall and the climate, youve got to get all your hillsides terraced, and with irrigation control in and out of the fields. I can see the general sense in crop substitution, but not sure rice is an easy one to make the change to in one season.
Im not a farmer, so happy to here arguments about what sugar cane fields could easily be turned into.
