When it was announced in November 2017 Dave said the additional order of 3,000 was "asymmetric". My take on this was that most of the "units" ordered would have been components such as sensors rather than the base unit and he said as much in the announcement. This is borne out on various sites showing various package offers such as a base unit plus 13 monitoring points.
