The way I understood it, the same documents were to have been offered to all JV partners. Can you see WPL buying a 400+mil business based on a 1 page documents??? I bought a car and the contract is like a book. Try buying a house!
I think their underestimation of FAR back fired and they are now hoping that delays will make FAR go away. They have until FID to clear it up, else the WPL board will step in. So, it's likely news between now and then.
