    In my opinion COP were squeezed for time, and needed to get the SNE sale done for their annual report. FAR were in the way. About 3 months later COP sold their Canadian tar sands for $US13.3 Billion. So COP had to get their finances in order at the time, and the quantum COP were playing with far outweighed the FAR problem. Now they may need to deal with that pesky FAR, if they can't outlast FAR. The current FAR issue for COP is chump change. For WPL however the possibility of losing the SNE asset is a bigger issue.
