Could you provide some evidence for the above statement.
My understanding is magnesium carbonate does not dissolve in water, but will dissolve and effervesce in dilute acids.
from Wikipedia: Magnesite consists of white trigonal crystals. The anhydrous salt is practically insoluble in water, acetone, and ammonia.

Contact with water is unlikely to harm this commodity, as the tendency would be to wash away impurities. However, sea water affection has often yielded claims as the chlorides seem to adversely affect the production process.
