That's true. I think they've known about the issue for a long time and not been able to do anything about it because there wasn't a suitable testing regime .
That said, it does demonstrate how common drug taking is. Illegal drugs that is. Then there's the prescription drugs......

From 1 July 2018, MDT now detects drivers who have recently used four common illegal drugs: ecstasy, cannabis, cocaine and methamphetamine (including speed and ice). "
