From what I am assuming/read, the 45 days are up and have been since late Dec (if it was business days then that is also up now). It's now up to the government to get around to stamping the approval and communicating it back to the company.
This process is about trying to avoid it being rejected/objected to, rather than having it passed (which appears to have now been satisfied). This allows for a much faster permitting system, which you could argue is one of the benefits of dealing in some African countries compared to say Aus, which can drag on for some time.
Hopefully the part where the ESIA formally gets approved doesn't take long so the company can apply for the mining licence ASAP.
