NMDC do not provide an agenda, they announce that some matter which is required by regulation or listing rules is to be discussed at a Board Meeting on a given date. They have Board Meetings that are not announced in cases where only matters not required by regulation or listing rules to be announced are to be discussed.
We know that consideration of the India Project was on the agenda because ECT told us so in their announcement of 2019-01-03:

That, as far as I know, is the only way we are aware of what is in the agenda. I assume ECT made this announcement with the permission of NMDC.
