Banana's have 15Bq/g (Wikepedia) yet people can buy and transport as many as they want. AELB should enforce its regulations and require all persons buying more than 1/15th of a Banana to have an AELB licence and persons storing more than two should do so in a lead lined container; all persons working in Banana plantations should wear Hazmat suits. Ridiculous? Of course it is, But that what happens when well meaning, but intellectually challenged politicians make laws.
