That cropped up a few weeks ago, the technical meaning of producer which I have forgotten the details, but if they were initially putting ore through the processing plant and concentrate was coming out the other end then they were producing.  The 5 tonnes to which you were referring to is sales, which is another matter. The original processing plant was inadequate for what they wanted so in that period from 2016 they proceeded to update by testing, running ore through [producing concentrate] then adding new equipment to bring it up to the latest standards.
