This says at the bottom "Under the facility, we have further confidence and ability to set our strategic direction, including paying dividends when we meet financial covenants and it is prudent to do so"
So I believe this means there is no direct restriction on paying a dividend under the financing facility announced in November 2018 (although I believe some of the other covenants indirectly restrict the amount of dividends they can pay).
