I think @rayien may have useful comments here, I'm sure he did in the past.
From my perspective, I don't see hydrogen having the uptake or the "Elon Musk" effect to make it happen. It's been around for a long time and never gotten anywhere. It needs an eccentric billionaire to come along and throw heaps at it to make all the pieces come together and that isn't happening.
I think it is telling that Toyota, who publicly have supported hydrogen, are now joining with Panasonic to consolidate battery manufacturing and to work on solid state batteries. Hydrogen cars still require batteries, but not as many as full EVs. It's a big move if they aren't considering full EVs.
I agree with your view that Labor just trying to pick winners, and I would hazard a guess that the promised jobs probably line up with depressed areas and marginal seats.
