And for the record, Prescribed Project status in Qld and Lead Agency in WA are not the "same". Among many differences, Prescribed Projects are classified as being "significant" on a number of grounds. Lead Agency is just to help companies and is easily accessible, and seeks to help co-ordinate things.
I am not a governmental process expert, but you are not comparing "like for like".
