Because in the absolute worst case scenario that no VHA merger occurs they had always planned to use the small cells for fixed wireless NBN bypass.
Cast your mind back to the 2017 AGM(?) where they said that the choice of cell locations is based upon proximity to fibre footprint and where TPG customers are currently heavily concentrated.
