At least in America they gave that Australian guy a jail term for placing huge orders and removing them just before they could be hit. His aim was to trick the market into believing depth was other than it really was. Certainly, jail terms (coupled with subsequently being banned from trading) are the best medicine to clean up Australia's professional trading.
