The question should not be "Where's the money coming from" it should be "Where's the money going? "
To maybe only get $5M in the CR and you spend $1M of that trying to raise the cash is not a sustainable business model.
What is the plan for the 4th Quarter when they have again run out of cash to pay the directors?

The Chinese might be better off delaying building the road, waiting for the company to go bust and then buying it for a token amount from the Administrator.
That is the way to get the asset on the cheap.
