I'd say something is happening, unless of course Gary is wanting to follow Elon Musk & have the authorities after him for issuing misleading tweets etc (which I very much doubt he'd want that to occur).
So yes, he wouldn't tweet it unless something official is happening.
What the deal actually is, we simply don't know yet. What we do know is that Vietnamobile is the 4th largest operator there with a share of around 8% of the market.
Its also the 3rd operator in Vietnam that Syntonic is doing a deal with, which must be good to help get advertisers & sponsors to spend $ targeting Vietnam users.
