They did not define it in the document, hence the term being in inverted commas. It can mean any number of things legally. The fact that people have invented a suitable narrative around a word used twice without a definition is really amazing. It's also amazing the company hasn't defined what the total amount required to be delivered is yet, the project bond is only one part of the total security they have to get.
